About the role

The Regional Operations Manager plays a pivotal role in ensuring the delivery of high quality care services across a portfolio of branches that reflect Cera's values, mission and purpose.

This role will involve regular travel across your area, being a visible presence and actively engaging and supporting branches to ensure operational and financial performance.

This role is responsible for overseeing Registered Managers across the portfolio, ensuring that all services meet contractual obligations, regulatory compliance / quality standards, remain financially viable, and are people driven.

Responsibilities

Operational Leadership:

  • Oversee day-to-day operations across multiple branches, ensuring consistency and high quality service delivery aligned with company standards.
  • Monitor service performance including care hours, utilisation, staff turnover, and client satisfaction.
  • Conduct regular branch visits, audits, and operational reviews, driving performance improvement initiatives across the region where needed.
  • Identify operational risks and implement corrective action plans.
  • Support service mobilisation, new package set-ups, and contract implementations.
  • Identify new business opportunities and partnerships to expand the organisation's presence in the region.
  • Support marketing and community engagement activities to strengthen brand awareness and service uptake.
  • Support digital transformation and operational efficiency projects.
  • Maintain awareness of sector trends and legislation to inform regional operations and service development.
  • Provide branch leadership cover in the absence of a Registered Manager (vacancy or long term absence), to include regulatory registration.

Financial Management:

  • Drive financial targets, manage area budgets, monitor expenditures, and maximise profitability.
  • Monitor revenue, gross margin, and cost control across branches, implementing recovery plans where and when required.
  • Support branches to grow care hours while maintaining sustainable margins.
  • Contribute to tender pricing and contract negotiations.
  • Oversee area performance reporting including compliance, and financial data to identify trends, presenting insights to operational leadership, and implementing data-driven action plans to drive continuous improvement and achieve targets.

Team Leadership:

  • Lead, motivate, and support Registered Managers and branch teams, promoting a positive culture of inclusivity, accountability, engagement, and continuous improvement.
  • Foster a positive workplace culture that supports staff wellbeing, engagement, and retention.
  • Oversee recruitment and workforce planning to maintain safe staffing levels and ensure teams are skilled, competent, and able to deliver high quality care.
  • Conduct performance reviews and implement development plans, supporting succession planning and growth within the region.
  • Manage any underperformance within teams in line with HR policies.

Quality Assurance and Improvement:

  • Quality and governance within each branch to be in line with our values, regulations and best in class industry standards
  • Employees must promote a culture of effective safeguarding by ensuring all concerns are identified, reported, and managed in line with legislation and organisational policy, prioritising the safety and wellbeing of service users at all times.
  • Ensure services meet regulatory requirements and company policies.
  • Monitor quality assurance processes, audits, and action plans.
  • Oversee safeguarding investigations and serious incident reporting.
  • Maintain high standards in health & safety and risk management.
  • Prepare branches for inspections and support improvement plans where required.
  • Ensure all branches comply with health and safety policy and procedures
  • Escalate and notify of any breaches / risk of breaches to regulatory or contract requirements to the Operational Leadership Team.

Stakeholder Engagement:

  • Ensure a positive reputation and maintaining good or equivalent regulatory ratings
  • Adhering to customer contract requirements (Local Authority, ICB etc), responding promptly to any concerns raised.
  • Build and maintain strong relationships with local authorities, regulators and partner organisations, representing Cera professionally and promoting a positive reputation.
  • Oversee and respond to internal concerns and external complaints promptly, ensuring issues are resolved effectively and lessons learned are implemented.
  • Collaborate with central support functions (HR, Finance, Quality, Recruitment) to maintain a comprehensive understanding of regional performance and support delivery of organisational strategy.
  • Act as an ambassador for the organisation, promoting services within the community and strengthening partnerships to support service growth and quality outcomes.

Qualifications, Experience and Skills

Qualifications:

  • Level 5 Diploma in Leadership for Health and Social Care (or equivalent qualification or demonstrable equivalent experience) or willingness to work towards.
  • Full UK driving licence and willingness to travel regularly, or ability to travel to branches within your area of responsibility.

Experience

  • Proven experience managing multiple services or teams within the health and social care or domiciliary care sector.
  • Experience developing services and driving growth within a regulated care environment.
  • Demonstrable experience of developing and managing budgets across dispersed teams.
